Two different things: If a nerve is pinched, it does not affect specific arterial flow. The pain associated with a pinched nerve is actual compression of that nerve. You may have concomitant vascular compression but its rare. If you mean neurogenic claudication, that is actually something to do with compression on your spinal cord from spinal stenosis. Otherwise, pinching a nerve will not change circulation.
