Fungal infection: Dry scaling feet and "water spots" which I am assuming you little blister are mostly likely caused by a fungal infection. Vesicular tinea pedis is a type of fungal infection that i believe you may have. See a doctor, podiatrist, derm for further evaluation. You can use anti fungal creams but may need pills if it is really severe.

Moisturize: A much s possible. If the skin is really dry. It sounds to me like you may have athletes foot or fungus. In which case an antifungal would be recommended.
