Subjective: I assume you're referring to a head or sinus ct as this is the most common (but not only) study for which mucosal thickening is mentioned by radiologists. Strictly speaking, none would usually be normal. However, the use of this term and it's inclusion in reports is highly subjective and varies regionally. Your physician and or radiologist will know best if this is normal and or significant.
