Maybe: If you are referring to the where the neck joins the trunk, yes. The lowest bone in the neck (c7) has a prominent spinous process, a projection where muscles attach. It is normal to be able to feel its tip. C2 is also large; it can be felt in some folks; it is just below the back of the skull.
