Hemorrhoids? Fissure: Depending on where the white 'bump' is it could be a sebaceous cyst; it could be skin stretched from a hemorrhoid; an acute hemorrhoid; it could be infection or abscess from an infected anal fissure. If it is painful you should probably get to the doctor urgently.
