Nerve Symptoms: The most common medical condition these days are upper extremity pain, numbness, or weakness from over use syndrome usually from keyboarding or using the mouse for hours at a time. Sometimes this represents carpal tunnel syndrome. I doubt fully that this represents any form of cancer.

Hyperventilation: Breathing fast lowers carbon dioxide and causes tingling in the hands . The bilateral nature of the symptoms makes cancer unlikely.
