Bad?: It depends on what you mean by bad? It's not harmful or bad for your body. Is there a chance of pregnancy, unlikely but no day is ever completely 'safe.' is it bad psychologically? Again, depends on how your and your partner feel about it. Intrinsically, though, there's nothing inherently bad about it.

Yes this is safe!: There is nothing wrong with having sex at any point during your cycle. While it might be a little more uncomfortable for either partner if there is blood present, there is nothing 'bad' about this timing. This is a point in your cycle, as well, when you are least likely to get pregnant. If you are practicing the rhythm method for birth control, just make sure you check occasional pregnant tests.
