Yes: Nicoderm (nicotine patch) has nicotine dissolved into the glue, so it is possible to "hack" the patches. Let's say that you can buy #14 patches that are 21mg each for $50. If you want to taper your dose over a month, apply a full patch for 1 week, 1/2 patch for 1 week, and 1/4 patch for 2 weeks, then you're off! there are some patches that have a gel reservoir that can't be cut, so examine before you buy!
