Yes: What you smell and perhaps taste is likely rotting food inside your crown as there is no cement to seal the margins of the crown. I personally do not temporarily cement individual crowns. Notify your dentist immediately and have him\her take off, clean out and cement the crown back in. If it is being temporarily cemented find out why and for how long. It needs to eventually be permanently cemented.

Yes: You had a final crown put on without cement (unless it's an implant crown) and it starts to smell, i would recommend you go see a dentist.
