Seborrhea or impetig: Crusty bumps could be impetigo (bacterial infection) or could be seborrheic dermatitis (cradle cap). You may want your doctor to take a peek at it to best guide your treatment. One may require topical or oral antibiotics one doesn't.

Get child examined: Have the child's pediatrician look at it. It is impossible to be specific without being able to exam the area.
