Not usually: Scar tissue does not usually retain much pigment producing cells, but occasionally some survive and are within the scar mass itself. When they produce pigment like the rest of your skin, it may appear like freckles. Some scars are 'hyperpigmented' meaning have blotchy pigment colors retains permanently. Reason for scarring is often a factor.
