It is technically: Below the lower limit of the "normal" range, but is of no clinical significance whatsoever. Why did you have the lab drawn in the first place? A very high level would have needed investigation, say for infertility - but you value is entirely normal.

FSH level: Fsh controls testicular function mainly spermatogenesis if sperm development is affected then fsh goes up so levels you quote are normal if sperm counts are normal.
