Thyroid cancer: There is no complete answer for this question .Please follow-up with the endocrinologist and oncologists and follow their recommendations .Every patient is different so the treatment has to be tailored for each patient . Ask the doctors for any benefit in referring to a higher center if difficult to treat.

May not be usual one: Common papillary thyroid cancers takes relatively benign course , with good prognosis will not need radiation treatments as you described , rarely used in young female, with her permission you have to find from her doctor , type of cancer , stage of disease , etc you can have better answer with more information.
