Skin boil: Hard to tell without looking at it, it can be a skin boil as usually hernias don't have a red tender head.

Any gut pain?: You are male 27 and notice a lower abdominal mass with a red dot above. You are concerned about a hernia. This sounds more like a skin infection. If it is a hernia you should have some abdominal discomfort as well. If the mass had some intestines trapped you would have a lot of pain. You may need to see your doctor if your having pain. He/she can examine the area. Be well. Keep it clean.
