Is the penile frenulum usually removed during circumcision?

Not in infants: I cannot speak for the adult procedure but in newborns this structure is left alone. The effort is to remove only the foreskin that covers the glans, not intrude on any other structure. Sometimes the frenulum is not as prominent in some infants as in others.
