Infection: Fungal infection commonly can cause irritation & inflammation of the foreskin & glans penis (balanoposthitis). If you have a urethral discharge, that could also be draining & irritating. In any event, should see your dr / urgent care / std clinic or urologist for examination and testing as indicated to get it resolved.
