Unlikely: There are some arm and subclavian dvts but usually with substantial arm swelling. Lower DVT with pulmonary embolism can cause chest pain and shortness of breath. Usually severe.

Pulmonary embolus: Dvt can embolize to the lungs. Usually you can present with chest pain shortness of breath and tachycardia. There are many other things that are more likely to cause chest discomfort than pe especially without other symptoms.
