NOT SERIOUS: Since all the conditions you wrote have been ruled out, and you still have a red dot, it may be completely harmless.It can be pearly penile papules do not require any treatment, Fordyce spots which are difficult to treat, psoriasis which may start from the glans penis rarely, balanitis/posthitis i am sure your doctor has ruled out genital warts by examination if you are concerned consult a dermatologi.
