Yes and yes: If the mother has lyme disease, it can be passed to the fetus during pregnancy. If the infected mother is treated with a conservative dose of antibiotics during preg, lyme doesn't circulate so doesn't infect fetus. Infected male partner can pass the infection through semen to partner. Lyme is a bacteria not a virus.
