Yeast: Itching is almost always associated with yeast. You said that all the tests are normal. Depending on the type of test, some doctors can miss yeast when they look for it under the microscope, assuming that's how your wife's doctors tested for it. It wouldn't be out of question to treat with antifungal to see if that made it better? Consider trying that to see if it improves her symptoms.

Yeast Infection : This sounds like a common problem known as a yeast infection. It is usually easy to treat with anti-fungal medications.
