Dry: It may be exzcema vs an inflammatory process... Try some vaseline or aquaphor.. If no improvement go and see your doc for an exam and possible biopsy.

See doctor: Dryness in this area can be a sign of eczema or a yeast infection or fungal infection. See a doctor to have the issue evaluated and for treatment recommendations.
