Depends: Alcohol has the risk of dependency or addiction, so any person who publicly recommended it for anxiety would need to justify the human cost that would be associated with the increased deaths that may result from increased consumption at a population level. Alcohol within reasonable limits may reduce anxiety in a way that many people find reinforcing although this may not be safe for everyone to do.

Dependence: Anxiety is a normal emotion that is useful in daily life. Therefore, anxiety, per se, is not to be treated; anxiety disorders on the other hand are treated. Alcohol use is not a good treatment for anxiety disorders for a number of reasons. Drinkers tend to develop tolerance and increase alcohol use over time. This can lead to all the severe and often fatal diseases and events related to alcohol.
