My 4 yr old autistic son is scheduled to have a t&a. he has stopped snoring the past few months but still is congested. should he still have it done?

Depends: Why was it planned in the first place? If he has sleep apnea, with or without snoring, the procedure may be beneficial. If due to infections or tonsillar abscess, the issues do not change over the symptom change.I would discuss this with your ENT and verbalize any of your concerns before preceding.

?T&A: Before surgery you should have him seen again by his surgeon. If enough swelling has regressed and he is no long snoring, surgery may be reconsidered. His congestion can be managed with a vaporizer and decongestants.

Maybe.: Has he had a sleep study that shows he is dropping his oxygen saturation to a significant level or that he has periods of apnea. If so, then surgery might be a warranted solution. If not, then may consider other options such as medication.
