Yes: Dealing with scar and a recurrent hernia is a challenge sometimes. Get the surgeon to describe risks, benefits ! there are not a lot of alternatives to getting fixed, except it enlarges and gets more uncomfortable over time. Depends on degree of difficulty and nature of repair as to return to full activity 2 months would be reasonable.

Yes: Any time surgery is done, there is a risk for infection and bleeding. I assume you have a recurrent hernia or pain that is necessitating reoperation. If the surgery is done through an open incision, not laparoscopically, then recovery would be about 6 weeks.
