Yes and yes: If you are concerned always best to check with your vascular surgeon, there's an inflammatory and healing process going on at the site, with time the lump will shrink.

Likely: If the surgery is recent it could be a hematoma that will decrease or resolve with time. If complication discuss with your doctor.

Normal after surgery: A slight lump is normal for several weeks and up to a month after carotid surgery. If you have no other complaints and are swallowing without problems then there is normally nothing to worry about. IF your doctor is concerned an ultrasound will tell if anything is wrong.
