No, but: Dehyration lower/doesn't raise BP but is often/usually associated with an electrolyte imbalance (low sodium, potassium, magnesium - in particular). Those could easily be causing your symptoms. A simple blood test could nail the diagnosis within 24 hours.

Call doctor: With dehydrarption your pulse can increase and your blood pressure decreases because of the loss of fluids. I don't know what is going on with you but you need to see a doctor and get checked out.
