YES, LIKELY: Not knowing more than you describe, my question would ask whether the plexus is in fact compressed or scarred locally, and whether this also involves upper or lower plexus, as treatment can vary. One model intervention is thoracic outlet decompression, which may or may not apply here. An EMG study focusing on plexus and shoulder girdle nerves may help very much.
