Skin: Skin sensitivity and vascular supply to skin can affect his perception of cold, hormonal disbalance also could contribute. See endocrinologist.

Underweight?: Does he have a very low bmi? Is he going through a growth spurt? Being cold has been described on both those conditions . He has low platlets. Not sure if the cause of that is related or not.
