If you are : Completely healthy and use a sterile instrument and have no surrounding infection, you can pierce the blister, do not take off the roof, rather, allow it to drain. This would be okay.

Ok to pop: One can 'pop' a blister located anywhere....... At the base. Try and keep the roof (skin) intact. Protect that layer, stay away from water emersion as this may refill the blister in theory.
