Depends: If you have a fat over the abs it make mask the muscles and you can't see them tense (contract) when they are doing so. Everybody has a six-pack, but it can't be seen unless there is little overlying fat. You may have sucked in your abs but the fat prevents you from noticing that. If you are skinny and cannot tense your ab muscles, then something may not be right and you should get checked.
