Can a non-pregnant woman's ultrasound who is about to have period be mistaken for a baby?

No: A woman could be so early in her pregnancy that the ultrasound looks normal, but a non pregnant woman's uterus should never be confused with a viable pregnancy (gestational sac and fetal pole with cardiac activity).
