Safe sex: Yes. 5 days before your period is no less safe than having protected sex during the middle of your cycle. With the condum protection you have minimized your risk of an std and/or pregnancy. There would be no special increased risk to you.

Sure: Whether you mean "safe" from conception risk or std risk or some other concern, it would be safe to have intercouse, with a condom, at any time during your cycle. When used properly, condoms are effective at preventing unintended pregnancy, as well as providing protection from most std's.
