Yes: If your penis gets cold, especially if you bathe in cold water or take a cold shower. If penis is flaccid & you have gained weight it can 'hide' and appear shrunken. May appeare to shrink with peyronies disease (would have hard 'plaque' under skin on top of penis. Penile tissue can get thinner with age so penis appears to shrink, but length remains same.
