Temp related: I would suggest a proper examination by a foot and ankle specialist. It could be age/wear related osteoarthritis - a degenerative condition of the joint in which the space between the bones is tight and cause rub. In cold weather, this becomes tighter and stiffer. Think of a wood door and door frame - in warmer weather there is more swelling and during colder weather, it contracts.
