I finished my last 50mg of clomid (clomiphene) july 12 & today when i tested for a lh surge it was neg, does this mean i missed my window or didn't ovulate?

Not sure: Lh testing on Clomid (clomiphene) should start around day 10-11 of your cycle and continue until you test positive or until cd 20. If no surge by cd 20 you need to call your physician. Unfortunately I am not sure what today means as there is no date.
