Skin problems: It's hard to tell what the bump is about without seeing it. There may be hair follicle infection, such as boil. If your hair is tugged and there's a lot of pain with it, your face may turn red due to pain chemical release causing your vessels to react. That's nothing to worry.

21 mo old has a small bump on back of head, close to bottom of hair line, under skin. Feels like a swollen blood vessel, soft, but doesn't seem to bother her when we gently touch it. No discoloration. We just noticed it when my hand brushed over it.
