Get it checked: The rash may or may not be related to a sexually transmitted disease and may not be related to your sexual encounter 3 weeks ago but rather to a more remote one. Without really seeing it, it's hard to tell what it may be. Choices range from allergy to infection. Get it checked by a doc.
