Is it possible to get over-the-counter local anaesthetic?

Yes: Lidocaine and Benzocaine are topical/local anesthetics. Also there are other things like freezing creams/sprays that help with topical anesthesia. The doses are much weaker than pharmaceutical grade but they can be quite effective.
