Water is good: I don't care if a kid ever gets juice, its a mini cola to me, and the kid gets more eating the fruit anyway. The calcium a kid needs from milk can be found in cheese, yogurt, or even Tums (calcium carbonate) in a pinch. Water can provide all the hydration a kid needs. The other things in milk like protein and fat can be found in other dietary sources. I'd avoid soda's like the plague.
