Can all std's be diagnosed in both men and women by just having their blood and urine samples?without taking pap smear or swabs from them?

No.: There are certain diseases (syphillis, hiv, hep c) that are proven byblood tests, but most clinical exam and/or require culture (gonorrhea, chlamydia, mycoplasma). Empiric treatment is indeed done.
