First, see urologist: Micropenis is something an occasional boy is born with. The doctor doing the newborn exam can tell if a penis is tiny. If a penis is normal-sized at birth, his own growth hormone and testosterone keep his penis growing until adulthood. A smaller-than-average penis is normal and not a micropenis, which is really tiny. A true micropenis is cared for by pediatricians, endocrinologists, urologists.

Depends upon age: Not 2B confused with hidden penis, epispadias or severe hypospadias.Normal structure & <2.5cm in full-term baby or 7cm in adult stretched from pubis to tip.Hormone studies needed.Babies can be treated with depo-estosterone injections (best option) monthly x 4 months or daily topical testostoterone gel.Gender reassignment not an option! adults don't respond to hormones.Rarely complete phalloplasty.
