Not in moderation: "everything in moderation" does not apply to drugs or heroin. The brain's rapid reward mechanism triggers a sense of profound (false) euphoria with the use of this drug. Once the effect vanishes, the brain will want more of it and you may go chasing it. Its a drug you should not try, not even once. In fact, most heroin addicts are addicted to heroin because of that "first-time".
