Keratosis Pilaris: Keratosis pilaris is a very common skin problem usually called 'dry bumpy skin' affecting the upper arms. It usually responds to over-the-counter emollients (e.g. Keri lotion etc..). If any signs of inflammation/redness a topical steroid such as Cortaid (hydrocortisone) 1% (or generic) may help. To avoid 'skin atophy' use topical steroids for short periods of time <10 days and not chronically. Hope that helps!

Generally not needed: Keratosis pilaris is a benign skin condition that can cause the skin on the arms and/or legs to look sand-papery. It generally does not require treatment and often goes away by age 30. http://www.mayoclinic.com/health/keratosis-pilaris/ds00769.
