STD?: Something may have been garbled in communication from doctor to patient to you. "can't have sex" suggests a sexually transmitted disease, such as syphilis (which can cause a rash on hands), but - "pills for 5 years"? Herpes can occur on hands but wouldn't look like eczema. All we can do is speculate without more information.
