Likely yes: Combination can be present with medical kidney diseases such as glomerulonephritis, pyelonephritis, hypertension etc. Blood can be sign of urinary tract malignancy or kidney stone & protein can be a "red herring". Bottom line is that it needs to be worked up. Good luck.
