Important stuff: Your scrotum is the protective carrying case for your testicles which have many functions important to your being a male. Because of it's importance, it has a large number of important supportive tubular structures to keep everything health like arteries, nerves veins. The scrotum has good blood supply and so, that blood needs a way to get out to avoid congestion, the veins serve that function.
