Nystagmus: Nystagmus is involuntary side-to-side (or less commonly up & down) movement of eyes. The following site clearly explains this condition: http://www.Allaboutvision.Com/conditions/nystagmus.Htm as recommended by others, you need to see an eye specialist (ophthalmologist) for evaluation & treatment.

Not normal: You have to have a comprehensive examination to figure this out. A Neuro-ophthalmologist would be the best, which are often hard to find. If not able to, a comprehensive ophthalmologist would be very helpful.
