Cannot advise: Without knowing the nature of the pulmonary issues, whether you smoke, etc. It is not possible to give you definitive advice. On the other hand many miners develop black lung disease and this would not be helpful on top of other lung issues.

No: Coal mining is hazardous to the lungs. I'm sure you have heard of coal miners' lung disease. More important, if smoking is the reason for your copd, you need to quit right away, if you have not already done so.
