Check w/doctor: About using an estrogen patch, which gives a very low dose continuous hormone level is only rarely associated with blood pressure elevations.

Transdermal E2: Oral e2 will raise bp. Transdermal e2 does not. Oral e2 will also increase your risk of clots while transdermal will not.
