Yes, low: .5 mg Clonazepam is in a "low" dosage range. The medicine itself does not develop tolerance or addiction, but the person using it always could. That is why these medicines are to be prescribed & used carefully. Even after "low dose" use, you would still taper rather than stopping suddenly. Take care.
